Pennsylvania Perinatal Action Collaborative

The Pennsylvania Perinatal Action Collaborative (PAC) was established in 2025 as a multi-disciplinary group dedicated to unifying and advancing maternal health initiatives throughout the state. The PAC is tasked with executing the Maternal Health Strategic Plan (MHSP), which seeks to improve the health outcomes of pregnant and postpartum individuals in Pennsylvania.

Guided by the vision of a Pennsylvania where every pregnant and birthing individual has easy access to high-quality perinatal, birth, and postpartum care that is person-centered, comprehensive, equitable, and affordable, the PAC aims to promote healthy outcomes and the potential for long-term good health and well-being.

To effectively implement the MHSP, the PAC consists of priority teams focused on five key areas: increasing access to high-quality care, supporting behavioral health and substance use disorder needs, improving rural health and maternity care deserts, addressing health-related social needs and expanding and diversifying the healthcare workforce.

PAC priority teams are tasked with developing actionable strategies to implement recommendations within focus areas of the Pennsylvania Maternal Health Strategic Plan. Proposals are currently being sought from interested and qualified organizations to support implementation of the PAC’s actionable strategies within Pennsylvania. The PAC is comprised of approximately 150 members from across the commonwealth representing a variety of sectors including state and local government, non-profits, philanthropy, colleges and universities, hospital and healthcare systems, associations, and individuals with lived experience.
